This statewide program prioritizes youth leadership in under-resourced communities harmed by the War on Drugs. Communities of color endure the consequences of systemic racism in all aspects of their lives, including punitive physical, emotional, and economic impacts.
It’s time to invest in healing. It’s time to invest in change. Through the Department of Health Care Services, $323.274 million has been invested to date for funding and technical assistance from 2020-2027. Funding supports partners working with youth advocates to build their power and leadership skills. We are committed to a movement that elevates our youths’ future.

The Department of Health Care Services: Proposition 64 Advisory Group Meeting
On November 13, 2025, the Department of Health Care Services (DHCS) will host the Proposition 64 Advisory Group (Prop 64 AG) meeting from 10 a.m. to 2 p.m. The meeting will be held in a hybrid format at Sierra Health Foundation: Center for Health Program Management (The Center), located at 2150 River Plaza Drive, Suite 400, Sacramento, CA 95833. Meeting information, including the agenda, webinar link, and additional materials, will be posted on the Prop 64 AG webpage. DHCS will provide an overview of the 2025 Youth Education, Prevention, Early Intervention, and Treatment Account (YEPEITA) Legislative Report. Additionally, The Center will provide updates on the Elevate Youth California (EYC) program, including projected timelines, contract updates, and opportunities for training and technical assistance for grantees. Meeting participants will also hear presentations from the California Natural Resources Agency, the California Department of Social Services, and the California Department of Public Health on outcomes to date of the Proposition 64 YEPEITA-funded projects.
