To employ youth activism, civic engagement, mentorship/relationship-building, and peer-led support around substance use in a phased leadership program that will reach minority high school aged youth from Alameda, San Mateo, and Santa Clara counties who are juvenile justice system-involved or at-risk of system involvement reducing substance use and increasing socio-emotional learning skills.
